When the first Republic of Armenia was proclaimed, two separate National Councils operated in Tbilisi and Yerevan. The Yerevan National Council headed by Aram Manukyan had an undeniable activity. On July 19, prior to the arrival of the Tbilisi National Council in Yerevan, the Special Committee headed by Aram Manukyan actually carried out the functions of the interim government of Armenia. It was supposed that he would become the first Prime Minister of the republic. But Hovhannes Kajaznuni was appointed Prime Minister. During 2.5 years, four prime ministers were replaced in the Republic of Armenia.
